The reasons for this failure, among other things, are the lack of cooperation and coordination among international actors, proliferation of multilateral environmental agreements (MEAs) as well as other international environmental instruments, inappropriate institutions and structures, non-compliance with international MEAs, failure to implement the obligations stipulated in agreements and other international instruments, inefficient use of resources, undemocratic decision-making methods, a global environmental governance system operating outside the environmental arena and the absence of non-state actors in this state-centric system(Najam et. al., 2006). This paper has sought to find reasons of failure of the global environmental governance system and identify the type of measures required to overcome such failures. Materials and Methods: Employing the library research method and using research papers and monographs by researchers who work on the subject of global environmental governance system as well as primary sources, the present paper has studied the current condition of global environmental governance system. Taking into account the serious global deterioration of the environment, this paper has surveyed some of reasons in respect of inefficiency of the current global environmental governance system and presents a number of proposed solutions in respect of global environmental governance reform. Results and discussion: In the global environmental governance system (GEG), through a process of producing documents and institutions, a structure consisting of necessary soft law and hard law documents has been developed for implementation of such documents and their obligations and requirements (Saunier and Meganck, 2007). However, even if states possess the political will for the protection of the environment, it is very unlikely that such states can actually protect the environment through the uncoordinated responses of such states, and one cannot expect to bring such trans-boundary phenomena, namely environmental deterioration, under control, without achieving an acceptable level of cooperation and coordination. Besides, current institutions like the United Nations Environment Programmeme (UNEP) suffers from inefficiency in protecting the environment (Charnovitz, 2002), and despite the numerous Declarations, Conventions, and other international instruments, there still remain a number of environmental challenges like climate change, air pollution, soil erosion, ocean contamination, hazards caused by nuclear activities or genetically modified organisms, depletion of natural resources, extinction of species, and landscape destruction. Therefore, it is essential for states to comply with the current multilateral environmental agreements as well as other international instruments, and implement and enforce such instruments through strengthening coordinating institutions, UNEP, and instituting closer and a more efficient cooperation of international actors including states, civil society institutions like non-governmental organizations, and the private sector. Conclusion: Reform in the global environmental governance system (GEG), among other things, requires cooperation and coordination between states, civil society institutions, and the private sector. It also need compliance with MEAs strengthening United Nations Environment Programmeme (UNEP), expanding the role of the Global Ministerial Environment Forum (GMEF), reforming existing United Nation’s bodies, strengthening financing sources and mechanisms, building up the environmental competence of the World Trade Organization (WTO), different possible models for a World Environment Organization, reforming the United Nations Trusteeship Council, expanding the mandate of the United Nations Security Council and establishing a World Environment Court.}, keywords = {Global environmental governance,International cooperation,Coordination,Implementation,compliance}, title_fa = {نظام حکمرانی زیست محیطی جهانی: چالش ها و راهکارها}, abstract_fa = {سابقه و هدف: نظام حکمرانی زیست‌محیطی جهانی در دست‌یابی به هدف اصلی خود، یعنی حفاظت از محیط زیست جهانی و تحقق توسعه پایدار، چندان موفق نبوده است. از جمله دلایل این امر، ناهماهنگی و عدم همکاری بازیگران بین‌المللی؛ تورم موافقت‌نامه‌های چندجانبه زیست محیطی، ساختارها و نهادهای بین‌المللی نامناسب؛ عدم پیروی از اسناد و عملی و اجرایی نشدن تعهدات مندرج در آنها؛ اختصاص ناکارآمد منابع؛ شیوه غیرمردم‌سالارانه تصمیم‌گیری؛ سیاست‌گذاری و تصمیم‌گیری خارج از نظام حکمرانی زیست‌محیطی جهانی و نبود بازیگران غیردولتی در نظامی دولت‌محور است. این نوشتار بر آن است تا علل ناکارآمدی نظام حکمرانی زیست‌محیطی جهانی را شناسایی و اقدامات  لازم برای برطرف ساختن کاستی‌های این نظام را بررسی کند.روش تحقیق: نوشتار پیش‌رو، با بهره‌گیری از شیوه پژوهش کتابخانه‌ای و با استفاده از مقاله‌ها و کتاب‌های پژوهشگرانی که پیشتر درباره حکمرانی زیست‌محیطی جهانی تحقیق کرده‌اند،  تلاش دارد وضعیت موجود نظام حکمرانی زیست‌محیطی جهانی را بررسی کند. این نوشتار با توجه به میزان گسترده تخریب محیط زیست جهانی، برخی علل ناکارآمدی نظام موجود حکمرانی زیست‌محیطی جهانی را بررسی و در پایان شماری از راهکارهای پیشنهادی  درباره اصلاح نظام حکمرانی زیست‌محیطی جهانی را مورد بحث قرار داده است.نتایج و بحث: در نظام حکمرانی زیست‌محیطی جهانی، از طریق فرایندِ ایجاد اسناد و نهادها، ساختاری متشکل از اسناد نرم و سخت و نهادهای لازم برای عملی شدن این اسناد و تحقق تعهدات و الزامات آنها ایجاد می‌شوند. اما بدون هماهنگی و همکاری همه بازیگران بین‌المللی در سطحی قابل‌قبول، حتی اگر دولت‌ها اراده سیاسی لازم برای حفاظت از محیط زیست را داشته باشند نیز، نمی توان انتظار داشت پدیده‌ای مرزگذر با پاسخ‌های ناهماهنگ دولت‌ها تحت کنترل درآید. نهادهای موجود از جمله UNEP UNEP نیز کارایی لازم را در این‌باره از خود نشان نداده‌اند و با وجود شمار فراوان اعلامیه‌ها، کنوانسیون‌ها و سایر اسناد بین‌المللی، مشکلات زیست‌محیطی فراوانی از جمله تغییرات اقلیمی، آلودگی هوا، خاک و اقیانوس‌ها، خطرات هسته‌ای یا ناشی از دست‌کاری ژنتیک، کاهش بی‌رویه ذخایر طبیعی و نابودی تنوع‌زیستی و چشم‌اندازها همچنان گریبان‌گیر نقاط مختلف دنیاست. از این‌رو لازم است که مفاد اسناد موجود به‌ویژه موافقت‌نامه‌های چندجانبه زیست‌محیطی، با استفاده از ساختارهای فعلی، عملی شوند و این امر به یاری تقویت نهادهای هماهنگ‌کننده از جمله UNEPUNEP و به یاری همکاری نزدیک‌تر و موثرتر بازیگران بین‌المللی شامل دولت‌ها، نهادهای جامعه مدنی و از جمله سازمان‌های غیردولتی، و بخش خصوصی امکان‌پذیر خواهد شد.نتیجه‌گیری: اصلاح نظام حکمرانی زیست‌محیطی جهانی در وهله نخست نیازمند همکاری و هماهنگی میان دولت‌ها، نهادهای جامعه مدنی و بخش خصوصی است. همچنین پیروی از اسناد، معاهدات و موافقت‌نامه‌های چندجانبه زیست‌محیطی، تقویت UNEP به مثابه نهاد هماهنگ‌کننده، گسترش نقش مجمع جهانی وزرای محیط زیست، اصلاح نهادهای فعلی سازمان ملل‌ متحد؛ تقویت سازوکارها و منابع مالی، ایجاد ظرفیت‌های زیست‌محیطی در سازمان تجارت جهانی، مدل‌های احتمالی برای سازمان محیط زیست جهانی، اصلاح شورای قیمومت سازمان ملل‌ متحد، گسترش وظایف شورای امنیت سازمان ملل متحد، و تأسیس دادگاه زیست‌محیطی جهانی از دیگر الزامات نظام حکمرانی زیست محیطی جهانی است.}, keywords_fa = {حکمرانی زیست محیطی,هماهنگی,همکاری,عملی سازی}, url = {https://envs.sbu.ac.ir/article_97807.html}, eprint = {https://envs.sbu.ac.ir/article_97807_d087d2dfff6f499f3bac7448149c463a.pdf} }
